The answer is Climate.  Climate limits the species of plants that can grow in an area.  Plants can live within only a certain range of temperatures, and they are affected by the length of the growing season.  The Climate factors determine which plants can grow in a certain area. The weather conditions are temperature, precipitation, humidity, winds.
