how do you thinkn a ggovernment could try to prevent epidemic of a dangerous person- to -person pathogen?

If a government  chose to prevent an epidemic of any dangerous person-to-person pathogen, this would improve the chances of people to not suffer from this pathogen as government has a lot of power and could use this power to accept rules which would effectively lessen the probability of different pathogens spreading.
