Only a free man that is born in Athens with some kind of possession or emigrants that have requested citizenship can become a citizen of Athens. Male citizens could vote on all the decisions that affected the city and serve on juries. Citizen women and children were not allowed to vote. Slaves and foreigners were banned from participating in the government.
