Where does the potential energy in the lever arm (of a trebuchet) come from?

In a Trebuchet, potential energy is stored in the counterweight This stored potential energy is converted into kinetic energy. An extremely heavy weight is attached to the counterweight, which is allowed to fall and this causes rotational acceleration of the arm, which is used to throw.
