Compounds dissolved in solution can be called as an electrolyte solution or a non-electrolyte solution. The former is called as such since ions are formed as a compound is dissolved into the solvent. While the latter, do not. Lead (II) chloride forms ions in solution and the dissociation reaction is:

PbCl2 = Pb2+ + 2Cl-
