I believe the answer is: B. citizens of different states are equal under the law.

Through the creation of article IV section 2, a citizen who conducted a crime in one state would not be safe from the punishment of the law if he/she travel to other state.

In such situation, the state where the crime happen could demand executive Authority of the State pursue and catch the criminal in other state's territory.
