1. Escaping slavery was difficult as slaves that escaped to the north were hunted by bounty hunters. even still they were not seen as citizens by anyone.

2. Southern states wanted to keep the institution of slavery as they had become economically dependent on it.

3. People that tried to escape slavery were often discriminated even if they were free slaves. Many of the states did not see slaves free or enslaved as citizens of any kind thus they were not granted the rights of q white person.
