“Of” means multiplication, in this case.

3/4 x 7/1

(7/1 = 7)

3 x 7 = 21
4 x 1 = 4

21/4 = 5 1/4

So, 3/4 of a ribbon that is 7 feet long is 5 1/4 feet.
