Although some might think the answer is C, "rule by representatives", the literal definition of a democracy is "rule by many", as seen in the world's first democracy, Athens, Greece. In Athens, there weren't representatives and all eligible voters voted on every issue. A "rule by representatives" would be a representative democracy.
