How can a society balance individualism with responsibility to community?

Society balances individualism and communal responsibility on its own, unless its government chooses those responsibilities for them. Individualism is a responsibility, also on its own, unless it's personally guided through "sloth" actions, in which that behavior isn't rewarded by society anyway as it is useless to the being of it. Naturally, there is no higher intervention that would choose otherwise unless it is strictly dictated.
