From my understanding, NATO was formed by the United States and 11 other Western nations to form the "North Atlantic Treaty Organization", in an attempt to combat communism. Joseph Stalin enacted a decree in 1931 identifying dialectical materialism with Marxism–Leninism. Which Marxism–Leninism is a communist ideology.
