I am absolutely sure that the task  b = 3, then 3x + y = 1 and bx - y = 3 is NOT parallel, which means that the statement represented above is FALSE.
To make sure you can check it using : 
[tex]y=-3x+1 y=3x-3 [/tex] Hope now it's obvious. Regards!
