To aid the legislative branch.

Explanation:

In a parliament system, the Executive branch is basically work under the legislative branch.

The legislative branch has the power to create legislation and the executive branch is the one that should implement that legislations under the guidance of the legislative branch.

This is different from the presidential system which put both executive and legislative branch on equal level.
