X = -b/2a
-16/2(-4) = 2
Substitute 2 into the equation
Y = -4(2)^2 + 16(2) - 19
Y = -16 + 32 - 19 = -3
Vertex = (2, -3)
Vertex form y+3=-4(x-2)^2
