According to the Constitution, any person that a State allows to vote for members

of the most numerous branch of its own legislature:

a. may not participate in congressional elections.

b. is eligible to be a member of the House.

c. is qualified to vote in congressional elections.

d. may vote for Representatives for not Senators.
