I think the best answer is C, Somalia. Somalia is part of the sub-Saharan countries which many city-states flourished. Somalia can be deemed as the most stable country. For in fact, they were ranked as the happiest Sub-Saharan country. This ranking is based on a lot of factors which includes health, access to medical care, job security, political freedom and other social factors.
