During the early years of the depression the government and the president didn't react to the economic issues. They believe that the economy would just handle it on its own and that the depression wasn't as big of an issue as it was. Since the people saw that the government wasn't going to help them, they started organizing themselves to protest this. This is why FDR managed to get a huge support since he understood the needs of the people.
