He can buy 8 muffins in $3.00.

So the cost of 1 muffin is 4.20/12 = $0.35.

So the cost of 4 muffins is = 4(0.35) = $1.40

In $0.35 he gets 1 muffin.

So in $3.00 he gets 3.00/0.35 = 8.571 muffins.

He can not buy fraction of muffin. So we take previous integer. That is 8.
