Because the demographic shift is such that the number of workers per SS benefits payee has collapsed from over 10 to 1 to close to 2-1 over 50 years. Thus the initial conditions of the program were very different and as a result the individual share for current workers paying in will, mathematically need to increase or the SS fund will go bankrupt.
