I believe the answer is: difficult to test
Conflict theory and structural functionalism believe that every conflict and behaviour that arise in society is created by the people in power as an effort to maintain the social function that benefit them the most. This view is very difficult to test because we do not posses a way to understand people's true intention, especially to test it on large societal scale.
