The use of the lines, e.g. |-13| just means the absolute value. That means you are just looking at the value (magnitude) of the number itself, regardless of the sign it carries.

So |-13| is really just 13, and |0| is just 0. Therefore, you're working out 13 - 0, which is just 13.
