Midpoint formula: [tex] (\frac{x_{1}+x_{2}}{2}), (\frac{y_{1}+y_{2}}{2})
[/tex]

Coordinates that you gave: (-12,-3) and (3,-8)

Plug them into the formula and solve

[tex] \frac{-12-3}{2} , \frac{-3-(-8)}{2} [/tex]

[tex] -\frac{15}{2}, \frac{5}{2} [/tex]

The midpoint of the line segment is (-15/2, 5/2).

I hope this helps you :)
