Before becoming a leader for farm workers’ rights, Cesar Chavez was a "community organizer." Community organizers are people that campaign and carry out needs by local residents to enforce and provide interests of their community. So basically these people go and advertise what COULD be done with there community like a petition to enforce something like building a new school, or a community park, etc...
