Is sea water close to being a saturated sodium chloride solution?

No, it is not close to a saturated solution. A saturated solution is that which no more of the solute, in this case sodium Chloride can dissolve in the solvent,that is water.
The density of  saturated solution of NaCl is 1.20 kg/m^3, while that one of pure water is approximated at 1. the density of sea water is 1.03kg/m^3,implying that sea water is far away from being saturated. this explains why sea water rarely does not crystallize in the arctics..
