For this case the first thing that we must take into account is the following conversion of units:
 1 yard = 36 inches
 1 foot = 12 inches
 1 yard = 3 feet

 P = 2 * (15 * (1/36)) + 2 * ((1 3/4) * (1/3))
 P = 2 yards
 The area is:
 A = (15 * (1/12)) * (1 3/4)
